Frederick Duguay, Co-Founder & President

Fred has extensive experience in business development, technology, and law. Prior to Bond-Pro, Fred served as Managing Director of Angel Group Capital & Consulting, LLC, a regional venture capital firm. Previously, Fred was General Counsel of CommerceQuest, Inc., a leading software integration and middleware consulting company. Fred also served as CEO and co-founded Advanced Technology Partners, an MIT start-up, where he led the company’s rounds of financing and its subsequent successful sale in 1998. Fred has also held senior level financial, legal, and management roles at KAO Info Systems, Stream International, and Corporate Software & Technology. Fred holds a B.S. in Economics and Finance from Salem State University, a Juris Doctor in Law from the University of Massachusetts, and he attended Massachusetts Institute of Technology Graduate Program in Information Management Technology. He has published articles and participated in numerous speaking events regarding intellectual property management and technology.

Joseph Williams, Co-Founder

Joe is the Co-founder of Bond-Pro, a Certified Public Accountant, and Licensed Real Estate Broker in the State of Florida. His focus is to continually make Bond-Pro the cutting edge provider of innovative Enterprise Software for the Surety Industry. Joe holds a Bachelor of Science in Business Administration & Accounting from Niagara University in New York.

Chris LeBlanc, Chief Technology Officer

Chris brings over 20 years of advanced technology and data analytics experience in the Financial, Insurance and Telecom industries, leading organizations through the changing technology landscape, expansion of intellectual property, adoption of new technology and enabling business growth. Chris has led the vision, development and full commercialization of several mobile and online decision management, consumer acquisition and underwriting platforms, designed for customization. Before joining Bond Pro, Chris served as Chief Information Officer at Blackthorn Advisory Group and CLVerify, LLC. In addition, he spent 10 years at Liberty Mutual Insurance leading strategic initiatives in partnership with Electronic Data Systems (EDS) in re-engineering enterprise wide business processes and technology for WC and P&C insurance lines. Chris also held several roles including GM/Vice President of Development at Lightbridge, a technology company providing online risk, credit and electronic payment gateway services. Chris holds a Bachelor of Science degree in Management Information Systems (MIS), a Master in Business Administration and a certificate in Information Technology Management.

Victor Dragon, Executive Vice-President of Product Solutions & Services

Vic has more than 20 years of executive and product leadership experience in growth stage organizations operating in highly regulated industries. The majority of this experience has been within organizations fueled by technology and software innovations. Prior to Bond-Pro, Vic was most recently Chief of Staff and EVP of Product and Program Development at Health Integrated, an innovative care management firm providing services to millions of health plan members throughout the United States. He has held a number of CEO or President roles including: Key West Aloe (cosmetics, drugs and manufacturing), SnapDragon Medical (secure healthcare messaging), Wound Care Innovations (medical devices), and Medeway (physician practice management and electronic medical records). He has operated as partner, founder, and turnaround executive to preserve and grow value in a wide range of industries. Vic holds Bachelor’s of Arts degrees in both Economics and International Affairs from Lafayette College.

Jacques Levy, Chief of Development & Architecture

Jacques brings over 20 years of development experience in the Financial, Insurance, Education, Telematics and Banking industries. He has worked as a Lead Architect and Developer for several fortune 500 companies including JP Morgan Chase and Raymond James Financial. Jacques has architected and designed several highly critical transactional systems in banking and insurance, ACH processing, credit card processing, CRM, imaging and business intelligence including analysis services, integration services, reporting services and cube modeling. He has extensive experience in leading teams in the US, Latin America, and India leveraging his fluid multilingual skills in English and Spanish. Jacques is a strong advocate for establishing effective rapid application design and development using Agile methodologies and SOA standards. His technical experience includes large project implementations and distributed systems using the following languages and technologies: Microsoft technology stack, C/C++, JAVA, Delphi, X-Base, COBOL, ANSI SQL, T-SQL, PL-SQL, Analysis Services, web frameworks (MVC, Web Forms, Angular JS, Knockout, JQuery), ODATA, MSMQ, IBM MQ, OWIN etc. Jacques holds a Bachelor of Science degree in Systems Analysis and in Accounting and several certifications including Microsoft Certified Professional, Advanced MDX by Pro-clarity, Quality Education System (QES) and Quality Control Management.

Randy Whitehead, Senior Vice-President of Product Development & Technology Services

Randy has over 15 years of experience in Information Technology including Financial, Retail, and Services industries. Most of his focus has been with various aspects of SaaS, network support, infrastructure design and implementation (on premise, private cloud, and multitenant), IT support and services, professional services, build and promotion, and development environments. He has over 10 years of experience in business systems and application development, including designing and building several transactional, service delivery and customer management platforms at Blackthorn Advisory Group, Government Employees Credit Center, and Home Depot. Most recently, he was managing director for a large online lending operation at Advance America where he was responsible for the 24×7 operations and services including all client support related to their online products and services. Randy has a BA from Pensacola Christian and an MBA from Drexel University.

Deborah Hines, Chief Financial Officer

Debbie manages accounting and finance for Bond-Pro. She earned her Bachelor of Arts Degree in Business Administration from Eckerd College in Saint Petersburg, Florida. Debbie has thirty plus years of experience in financial analysis and corporate accounting. She worked for VF Corporation and Perry Ellis International before joining Bond-Pro.
